Crestwood Court: New Aldermen, Same Vote

Mayor Jeff Schlink was once again asked to break a tie regarding the planning consultant for mall redevelopment. Find out what choice he made on Tuesday.

Crestwood's four new aldermen were asked to take a new look at a previously defeated Crestwood Court measure Tuesday night--though the vote ended up in a familiar place.

Aldermen reviewed a contract with PGAV Planners to perform consulting services related to the mall's entertainment-focused redevelopment plan. PGAV's anaysis is a preliminary step on the road to determining whether to grant the mall's developer, Centrum Partners, around $34 million in tax assistance to fund the project.

City attorney Rob Goltermann said the new agreement was "modified slightly to reflect a reduced scope of work," and thereby a reduced contract amount. PGAV has already performed some tasks for the city, he said. 

Last December, Mayor Jeff Schlink declined to break a 4-4 vote, effectively halting action on redevelopment. This is the first time a mall-related item has appeared on an agenda since that vote--and the presence of new members in the chambers has everything to do with its reappearance.

While new board members are largely pro-redevelopment, Tuesday night's vote remained at a deadlock.

This time, Mayor Jeff Schlink chose to break the tie. A second reading will appear on the May 28 agenda.

Schlink was clear that approval of the planner won't put Centrum's proposal on the fast-track to the County's TIF commission.

"I will break that tie in favor of it with the understanding... the decision to move forward to the TIF commission is entirely up to me. The board can compel me to do it but litigation can't compel me to do it," he said.
