Petree Powell, also known as Petree Eastman, was Crestwood's City Administrator until last year.
Petree Powell assumed the duties of Wentzville’s top financial position as Interim Director of Finance on Thursday, Jan. 10. Powell, who also is known as Petree Eastman, served as Crestwood's city administrator for a few months from 2011-2012. She left the position in March 2012. The Wentzville position became vacant at the end of 2012 when that city's Director of Finance Dennis Walsh officially retired. Walsh had worked for the city since June of 1988. More questions about former Crestwood City Administor Petree Eastman's departure from the city have been answered. According to city documents, the Board of Aldermen met in two separate closed meetings in March and April to discuss Eastman's future. Discussion was held regarding a legal action in both sessions, and a motion was made to authorize payment of seven months severance and 12 months of health insurance. A joint statement between the city and Eastman explains that a list of directives were issed in a March 5 memo to Eastman after the March closed session. Petree Eastman left Crestwood employment on March 9, but the nature of her departure remains unknown.
Fire Chief Karl Kestler was named acting Crestwood city administrator nearly a month ago, but details remain murky on the nature of Petree Eastman’s departure, who left city employment just six months into an 18-month contract. Eastman’s last day was on March 9, City Attorney Robert Golterman said, but city officials won't disclose the nature of Eastman's departure. In a closed meeting on March 16, the Crestwood Board of Aldermen only voted for Kestler's appointment, but no record exists regarding a resignation or termination of Eastman. Fire Chief Karl Kestler will serve as acting city administrator, replacing Petree Eastman on an interim basis.
Last Wednesday, Patch received a reader tip that Crestwood City Administrator Petree Eastman was being terminated. At that time, Mayor Jeff Schlink said, "The board has not taken any action to terminate her employment." However, in a closed session Friday afternoon, the Board of Aldermen voted 7-0 to appoint Fire Chief Karl Kestler as acting city administrator. Kestler previously served as acting city administrator. Eastman was voted the first female city administrator last fall. She served as University City's assistant city manager from April 2007-June 2010. Since Eastman is a resident of University City, the board formally adopted an ordinance naming her city administrator. The process to hire Eastman took approximately four months. …

An Affton High School graduate, Eastman received a master's degree in city planning from the University of California-Berkeley and her doctorate in law from Saint Louis University. After weeks of deliberation, Anytime Fitness’ conditional use permit was denied in a 4-3 vote in Tuesday's meeting.
Tuesday’s Crestwood Board of Aldermen meeting kicked off with a resolution calling for the election of five aldermen on April 3, 2012. The resolution passed unanimously, and candidates may file for an office and have their names printed on the ballot by filing with the city clerk or her designee. Candidates may file beginning at 8 a.m. Tuesday, Dec. 13 and no later than 5 p.m. Tuesday, Jan. 17. The board aimed to keep Community Center and Aquatic Center fees in Crestwood competitive with neighboring Sunset Hills’ current rates. There was a motion on the floor that the non-resident family rate price should be lowered from $400 to $350, and that non-resident Aquatic Center passes will now be able to be purchased anytime throughout the year …

The city lost a truly dedicated city administrator when they elected to terminate Ms. Eastman...oh well...good luck Ms. Eastman and congrats on your new position.
